Commander Peter Loughborough is the policeman in charge of the Royal protection Command. He is in fact the 7th Earl of Rosslyn. According to aaranaardvark (Windsors On Cue For Panto.) the attack on Prince Charles's car, on 9 December 2010, was "an event staged by paid 'thugs' otherwise known as agents provocateurs as a pretext to introduce more draconian policing measures in the face of widespread and spreading civil unrest...

Prince Charles's car drove up Regent Street 'despite the fact there had already been reports of vandalism'.
Roger Gray, a former diplomatic protection officer, said he was surprised there appeared to be no contingency plan for an alternative route.
2. Why did Charles travel in an old Rolls-Royce Phantom VI which is 'highly conspicuous and extremely difficult to manoeuvre'.
Unlike other cars in the Royal pool it was not armour-plated and did not have tinted and bullet proof windows.
